dB Consultation - Nuisance Noise
There are numerous factors which can be classified as contributable to noise nuisance, causing a breach of the environmental protection act. These include, but are not exclusive to;

In order to clarify the extent of the noise complaint, an on-site survey is undertaken. The same environmental noise monitoring kit as used in BS4142 and PPG24 would normally be used to pinpoint the main contributing factor. If it is a vibration based complaint, then XYZ accelerometers would be based in different rooms in a house (or similar), again to establish the main contributing factor. Alternatively, an acoustic camera can be used showing in a highly visual basis, what the offending item of plant is and exactly how loud it is.
Once this contributor has been highlighted, then the consultant can either liaise directly between parties or through the local Environmental Health Officer to hopefully eliminate the issues, removing any noise abatement orders, in an amicable solution. In the unfortunate circumstances where this is not easily mediated, expert witness services can be requested.
